dan ead1b97500 chore: deprecate per-repo skill loading (use-skills.sh) ... Skills are now deployed globally via Home Manager. Per-repo loading added 1-2s delay on every cd and was 100% redundant with global deployment. Script retained for backward compatibility but will be removed.
